Skyrim 1.7 Breaks GetQuestCompleted

As you know I have been working on a mod called Telvanni Hall and have been using the GetQuestCompleted condition to delay the start of quests and control when content appears. Everything had worked fine until the 1.7 patch appeared and suddenly I could not get it working again. Tests of previously working quests proved they did not work at all either and it was the GetQuestComplete Condition that had suddenly stopped working.
The Papyrus version is IsCompleted() but I have yet to find a papyrus command that works as a condition for controlling dialogue. Which means Bethesda are leaving modders and their own staff with less and less control over the dialog and more and more ways to completely screw up quests that used to work fine.
Well done Bethesda.... Now we wait for a flood of quest bug reports that will naturally follow this new bug.
The bug GetQuestCompleted always returns a 0 under Skyrim 1.7, so quests are never marked completed.
