I confirmed this morning that the 1.7 patch is not starting custom quests 100% of the time, the dialog for those quests is not appearing and even dialog that has 1 condition and that condition is to name the actor who speaks the line is not appearing. Had the quest actually be executed, the dialog would have and should have appeared.
Yesterday I had quest Demons Eye 4 execute quest 5 and that kick started it, but once I tried to actually speak to the NPCs in the quest after receiving the mission, they had nothing to say. Like their lines did not exist and they too had conditions that where easily met and confirmed to be correct.
Last time I saw this happen was during the early release of the creation kit, topics where not appearing even though they should have. It may be a form of mod corrupting, if so I'll have to scrap 5 hours work and start again. That will be my next thing to try.
I have a sneaky suspicion that any quest that is even slightly complicated gets stuck in a permanent queue state by the new scripting language and this is quest that involves 10 different NPCs in one way or another. The other quests that had this problem where also complicated so I am going to try dumping it down and simplifying it and see if that helps.
If it does it will explain why Skyrim has always felt like a Goffa game. Go For this, Go For that.
